13/5/25 A new update published by Valve confirms that voice commands and party chat have been re-enabled for all players, regardless of status.
In the new Team Fortress 2 update, Valve says that it has "relaxed in-game chat restrictions for certain s." On the surface, that would seem to suggest that anybody playing TF2 for free will now be able to use the in-game text and chat functions again – since 2020, those features have been unavailable to anybody without a . However, while some free players report that the chat systems are, indeed, usable now, others say that they are not. Perhaps a similar system is being rolled out for TF2, which is why some free players can access chat, and others cannot. Other Team Fortress 2 fans have suggested that the voice and text systems are locked to some people because they are playing via a limited Steam .

That means that you cannot add friends on Steam, vote on reviews, post frequently on discussion pages, submit material to the Steam Workshop, or participate in the Steam Market. For the time being, it remains unclear precisely which combination of factors is required before players with free Team Fortress 2 s can access the chat functionality. Perhaps Valve will update the patch notes, or, once the community has had more time to experiment and compare notes, it will find an answer.
